Holding down multiple jobs has long been a backbreaking way for low-wage workers to get by. They freeze their employment histories with Equifax and hibernate their LinkedIn profiles, so employers can't see they're holding multiple jobs. Those with multiple jobs also seek out positions they hope will be OE-friendly — light on meetings, as well as on the workload. There's another incentive: Unlike most Americans, those who work multiple jobs don't have to worry about layoffs. There's something radical that happens to a worker's psychology when they have multiple jobs.

Devin Walsh spends up to 40 minutes commuting to work at least four days each week. I live in Midtown Manhattan and take the subway to our office, which is in the Financial District. Those are the employees who when pushed to return to the office will quit — either on the spot or in the months after R.T.O. It’s not about remote workers detaching from work, but instead about people resisting when pushed toward working conditions they don’t like. Workers of color, who can feel marginalized within corporate work structures, tend to bristle at return-to-office mandates, Tsipursky said. A survey from FlexJobs, a remote-employment search site, found that 80 percent of women ranked remote work as a top job benefit, compared with 69 percent of men.

Young workers may not possess the experience or wisdom of their older colleagues. When Gartner asked people what was preventing them from going into the office, Gen Zers were more likely than other generations to cite social anxiety. Pollak, the consultant, told me about a client who complained that their Gen Z employees were "abusing" the company's vacation policy. But these are the very people who can help young workers feel more seen and motivated in their jobs. My suggestions are targeted to shore up engagement among young workers, but they'd actually be good for everyone.

But there's a glaring catch to my support for pay transparency: I haven't actually practiced it in my own life. Norway responded to pay transparency with yet another level of transparency, and that brought down the level of snooping.. Thanks to its nationwide experiment, Norway has been fertile ground for scholars trying to measure the consequences of extreme pay transparency. But I do believe that as more states implement pay-disclosure laws — and as Gen Z increasingly comes to dominate the workforce — salary transparency is going to become the new norm.

Companies are using surveillance technologies to keep tabs on remote workers. Under current law, some level of employee surveillance is generally allowed. Some experts have called this "productivity paranoia" a sentiment that's led some companies to expand the use of various surveillance technologies. These are among the reasons Abruzzo's memo called on the NLRB to review companies' surveillance technologies and assess whether they restrict workers' rights. While the emergence of remote work has brought this surveillance into the spotlight in recent years, the legal landscape remains murky.
